No, proposers and seconders for membership can easily be organised at time of your application for membership.
YES
You do not require a handicap to be a golfing member, and you can obtain an official Golf Australia handicap by submitting three cards to the Pro Shop. Before you obtain an official handicap, you may play in competition times with other members to obtain your handicap (not eligible to participate in competitions).

CWGBC hosts corporate, private and member functions such as birthday parties, weddings, conferences, corporate golf and/or bowls days, product launches and much more.
